VA Greater Los Angeles Healthcare System - Strategic Facilities & Master Planning Support
Overview: Partnered with one of the U.S. Department of Veterans Affairs' (VA) largest and highest complexity healthcare system, centralized at the historic VA West Los Angeles Medical Center Campus, for 6+ years providing strategic facilities and master planning support services with a team of 60+.
Results: Established new planning team with ramped-up healthcare, engineering, proejct/program management, and real estate services. Our leadership allowed the client to plan for and execute development for a planned 1,200 new housing units for Veterans, their families, and dependents. The new healthcare campus' Master Plan was delivered on expedited schedule and subsequently signed by the Secretary of VA in 2022.
Acquiring CMMI-Development Maturity Level 3 - Corporate Quality Certification
Overview: Led Service-Disabled Veteran-Owned Small Business (SDVOSB) to complete the acquisition of their first CMMI Institute's Maturity Level 3 for Development certification. Dual role of Project-Lead and Software Engineering Process Group (SEPG) Owner.
Results: Successfully implemented processes and CMMI-specific improvements to the organization and project under-scope of the Appraisal, leveraged by the firm to win new contracts. Completed the project within budget and 80% faster than the industry standard.
Knowledge Management Center of Excellence Development
Overview: Lead development of a SharePoint site housing the knowledge Management Center of Excellence with proprietary process used to continuously improve company methodologies and services to clients. The site is CMMI Level 3 certified organization Process Asset Library. It includes processes for software development and SharePoint services, as well as organization-wide case studies and learning products.
Results: Streamlined organization-wide process and centralized best practices. Increased operating efficiency, productivity, and ability to work smarter by reducing cases of “reinventing the wheel.” The company's clients experienced increased alignment to technical solutions with consultants having complete access to this site in developing client approaches and strategies.
Establishing Veterans Benefits Administration's First "Electronic Regional Office"
Overview: Consulted with the U.S. Department of Veterans Affairs (VA) to establish a VA Secretary-sponsored Project Management Office (PMO) develop the critical path and validate proof of concept for receiving and processing veterans' benefits claims in a completely paperless, electronic environment and document all aspects of the transformation including the development of Standard Operating Procedures and a playbook to be used as an implementation guide to transform into a fully electronic regional office (eRO). The first eRO was established including nationwide site visits pre and post implementation to enhance organizational transformation processes across the agency.
Results: Developed a playbook to assist Directors and provide options and tested solutions to move the RO into an eRO. Guided the continued organizational transformation that led to reduction of VA's benefits backlog, integrating continuous improvement during continued transition of operations to a fully electronic processing environment.
